In a preferred embodiment, a system, including : a charge sensor or a charging chamber having first and second identical fluid flow channels for flow therein of a non-conductive fluid; the first and second fluid flow channels including, respectively, first and second electrodes; first and second power sources connected, respectively, to the first and second electrodes, the first and second power sources being of similar value and having opposite polarities compared to earth ground; and current comparison circuitry connected to the first and second power sources to output a signal indicative of charge on the particulate matter. A method of using the system is also provided.
