PROBLEM TO BE SOLVED : To provide a method for highly purifying a ferritic stainless steel so as to make non-metallic inclusions produced in a smelting step not to give a harmful effect to the surface quality and material properties. SOLUTION : This method includes adjusting the total content of Ca and REM (rare earth elements) in molten steel to 0.0001 to 0.0010 mass%, in the step of smelting the ferritic stainless steel containing 9-35 mass% Cr.
