PURPOSE : An electrolytic cell which can be formed of various materials, is assembled simply and conveniently, minimizes consumption of the inside of the electrolytic cell to maximize electrolysis efficiency and minimizes voltage difference and a hydrogen generator using the electrolytic cell are provided. CONSTITUTION : An electrolytic cell(100) comprises a rare earth element particle film(170); plural electrode plates(150), pole plates(110) and waterproofing plates(130) respectively laid up on both sides of the rare earth element particle film, wherein the pole plates are formed of a conductive material, and a plurality of flow grooves are penetratingly integrated into the pole plates, the waterproofing plates are formed of an insulator, flow lines(135) having a prescribed geometric shape and comprising a conductive layer are integrally formed on an upper face of the waterproofing plates, and discharge grooves(137) connected to the flow lines through the conductive layer are formed on the waterproofing plates, a mesh shaped screen(155) is formed on the electrode plates to improve ionization performance of an electrolyte, and the rare earth element particle film is manufactured in a sheet shape. © KIPO 2006
