PROBLEM TO BE SOLVED : To provide a flocculating agent which is produced, for effectively utilizing the sludge incineration ash generated at a sewage-treatment plant, etc. in the process of treating, by drying and crushing/classifying the sludge incineration ash to form it into a main raw material and mixing with an additive. SOLUTION : A flocculating agent producing apparatus is provided in the neighborhood of a dehydrating apparatus or incinerator of the sewage-treatment plant, etc. and the sludge incineration ash discharged from the incinerator is dried/crushed/classified and introduced into a mixer wherein the ash as the main raw material is mixed with a measured amount of the additive to produce the flocculating agent. The produced flocculating agent, after being added to the sludge before entering the dehydrating apparatus and the dehydrating efficiency is improved, is charged into the dehydrating apparatus, and incinerated in the incinerator. The use of the flocculating agent produced as above serves to attain the effective utilization of the sludge incineration ash, control the consumption of resources, minimize the waste and construct a circulation type society wherein the load on the earth boundlessly approximates zero.
