PROBLEM TO BE SOLVED : To provide a printing liquid for easily and spontaneously generating negative ions without application of electricity, heat, nor other outside forces by merely adding a negative ion generating substance, requesting but less mixing work and suppliable at a low cost, and to provide printed matter using the printed liquid. SOLUTION : The printing liquid 1 is constituted by mixing a mineral fine power 3B containing a rare-earth element into a printing ink 3A. It is so designed that negative ions are easily, constantly, and spontaneously generated from the mineral fine powder 3B containing the rear-earth element without application of electricity, heat, nor other outside forces.
