PURPOSE : Provided is a coating composition, which has antistatic or electromagnetic wave shielding and antireflection functions, and increases adhesions of transparent membrane which is a first layer, to substrate and transparent binder matrix which is a second layer, and thus increases a membrane strength. CONSTITUTION : The composition for forming transparent conductive membrane, comprises 10-70 wt%(in solids) of compound selected from the group consisting of inorganic oxide polymer, silane coupling agent, silica powder, and mixture thereof. The composition comprises a rare metal selected from the group consisting of gold(Au), silver(Ag), platinum(Pt), ruthenium(Ru), palladium(Pd), and mixture thereof, as conductor, and a transparent conductive material selected from the group consisting of indium tin oxide, antimony doped tin oxide, and antimony doped zirconium oxide.
