PROBLEM TO BE SOLVED : To provide a toner for electrostatic charge image development and a developer for electrostatic charge image development, exhibiting high cleaning performance even under various environment of low temperature and low humidity, high temperature and high humidity and the like, and providing high image quality which is free of image defects, such as fogging, streaks and a void and free of in-machine dirt and which can be maintained over a long period of time. SOLUTION : The toner for electrostatic charge image development contains at least toner particles, containing a binder resin and a coloring agent, additive fine particles and an inorganic fine particles, the additive fine particles containing a fluorine-containing rare earth element compound, and the inorganic fine particles having particle diameters smaller than those of the additive fine particles, wherein the ratio of the additive fine particles which are not separated from but adhere to the toner particles, when the toner is dispersed in an aqueous medium and ultrasonic vibration of 20 W output and 20kHz frequency, is applied thereto to the total quantity of the additive fine particles, is to be 70 to 90mass%.
