PROBLEM TO BE SOLVED : To provide a fluorescent lamp capable of improving a luminous flux rising characteristic and coating strength of a phosphor film by specifying the phosphor film, phosphor fine particles constituting the phosphor film, and alumina fine particles added as a binder; and to provide a lighting system with the fluorescent lamp installed. SOLUTION : This fluorescent lamp L1 is provided with : a glass bulb 1; electrodes 5 installed in the glass bulb 1; a discharge medium comprising a rare gas enclosed in the glass bulb 1 and mercury of which the enclosure amount per surface area in the bulb is not more than 0.009 mg/cm2; and the phosphor film 6 formed on the inside surface of the glass bulb by containing the phosphor fine particles and the binder comprising the alumina fine particles having a BET value above 60 m2/g and alumina fine particles having a BET value below 40 m2/g. This lighting system 9 is composed by installing the fluorescent lamp L1.
