PROBLEM TO BE SOLVED : To provide an activated cathode which is stable, of high performance and strong to current breaking by developing a process for producing the activated cathode by a pyrolysis suitable for mass production and a process for producing the same. SOLUTION : The activated cathode used for alkali metal halide electrolysis consists of nickel as its base material and has an electrode material layer composed mainly of ruthenium oxide on its surface and further has a porous and low-activity protective layer on the surface thereof. The cathode may have a nickel/rare earth metal alloy thin layer between the base material and the electrode material. The process for producing the activated cathode used for alkali metal halide electrolysis consists in using the nickel as the base material and activating its surface, then forming a thin oxidized layer of the nickel by heating, applying a coating liquid contg. a ruthenium salt and subjecting the coating to pyrolysis, repeating these stages plural numbers of times and thereafter, further applying the coating liquid composed mainly of the titanium salt and forming the protective layer consisting of the porous oxide layer by pyrolysis.
