PROBLEM TO BE SOLVED : To provide a secondary battery electrode which is superior in both functions of oxygen reduction and oxygen generation and in which the catalyst itself is highly dispersed and made highly uniform in nano size. SOLUTION : A metal hydroxide which is very uniform and fine having a uniform particle size in the range of 2 nm-500 nm is produced from hydroxide containing a plurality of metal cations such as a rare earth metal, an alkaline earth metal, and a transition metal obtained by a prescribed method. Then, a perovskite type oxide is obtained by mixing these hydroxide and carrier carbon powder and drying and calcining, and a secondary battery electrode is made. By changing the composite of the perovskite type oxide, the one which works effectively for oxygen reduction and the one which works effectively for oxygen generation are used.
