PROBLEM TO BE SOLVED : To provide an alkaline accumulator using a hydrogen storage alloy particle contains rare earth elements, magnesium, nickel and aluminum, capable of restraining degradation of the alkaline accumulator due to oxidization getting into the hydrogen storage alloy particle even when charge and discharge are repeatedly carried out, thereby acquiring sufficient cycle life. SOLUTION : A negative electrode of an alkaline accumulator is formed of a hydrogen storage alloy for the alkaline accumulator, in which a surface layer having an oxygen concentration of 10 wt. % is formed on a surface of a hydrogen storage alloy particle containing rare earth elements, magnesium, nickel and aluminum, and the concentration of magnesium on the surface layer is 3.0-7.5 times as much as that of magnesium at the center portion where the concentration of oxygen is lower than 10 % of weight.
