PROBLEM TO BE SOLVED : To provide a phosphor having improved absorptivity and improved quantum efficiency in ultraviolet wavelength area. SOLUTION : The europium-activating phosphor comprises at least one rare earth metal selected from a group consisting of gadolinium, yttrium and lanthanum and a combination thereof and at least one group IIIB metal selected from a group consisting of aluminum, gallium and indium and a combination thereof. The method for preparing the phosphor comprises adding at least one selected a halogen compound of at least one selected from group IIIB metals to a starting mixture. The method for preparing the phosphor further comprises burning the starting mixture in an oxygen-containing atmosphere.
