PROBLEM TO BE SOLVED : To provide an outer layer material of a roll for rolling superior in abrasion resistance, surface roughening resistance and accident resistance, and to provide the roll for rolling using it. SOLUTION : The outer layer material of the roll for rolling is made of a Fe-based alloy containing, by mass%, 0.005-0.5% rare earth element (REM), and has a metallographic structure comprising, by area%, 0.5-5% graphite, 0.1-10% MC-based carbide and 10-45% cementite. The material further includes, by mass%, more than 3.0% but 4.0% or less C, 3.0% or less Si, 2.3-5.5% Ni, 0.1-2.0% Cr and 0.3-10.0% V.
