PROBLEM TO BE SOLVED : To provide a reducing ionic water manufacturing apparatus effectively manufacturing water containing negative ions approximated to that in the natural world and having a strong reducing power. SOLUTION : The device is provided with a high voltage direct current power source 2 for supplying a high voltage direct current, a waveform shaper 3 which is a capacitive circuit component having high resistance value between electrodes, and generating stable high voltage pulse by shaping an electric output waveform input from the high voltage direct current power source, a cathode needle 4 connected to the output terminal of the waveform shaper to output the high voltage pulse, and a conductive container 5 connected to the earth terminal of the high voltage direct current power source. Water 6 is poured in the conductive container 5, the cathode needle 4 is inserted into the water, and the high voltage pulse supplied from the waveform shaper is applied thereto, thereby manufacturing the reducing ionic water.
