PROBLEM TO BE SOLVED : To provide a means of preventing surface cracks formed at the time when Cu-containing steel is subjected to high temperature heating. SOLUTION : In the Cu-containing steel which contains, by mass, ≥0.06% Cu, the concentration of one or more solutes selected from Ti, Nb and V is 0.01 to 0.15%, and further, either one or more conditions selected from that the concentration of P is 0.01 to 0.1%, that the concentration of rare earth metals is 0.002 to 0.15%, and that the concentration of S is 0.01 to 0.05% are satisfied.
