A segmented magnet is disclosed, comprising the first and second layers and an intervening insulating layer of permanent magnetic material. The insulating layer can comprise a rare earth element and a ceramic mixture having at least first and second ceramic materials. The ceramic materials can comprise a halogen and an alkaline earth metal, an alkali metal or a metal having an oxidation state + 3 + 4 or. The rare earth element can comprise up to 30% by weight of - insulating layer. The segmented magnet can be formed by applying the insulation layer on a first sintered permanent magnet layer, a second layer in contact with the insulating layer sintered permanent magnet stacked and spaced from the first permanent magnet layer and heating the formed magnetic stack sintered. The step of heating may comprise an annealing the magnetic stack at an annealing temperature within 100 °c the melting point of the ceramic mixture.
