The present invention relates to an insect-proof water-soluble paint and a method of producing the same. By using a natural mosquito repellent composition using clove oil, fennel oil, dissolved hydrogen water, and chestnut bark extract, the present invention can maintain a pleasant environment protected from mosquitoes, and by adding CePO4, LaPO_4, and bentonite to the natural mosquito repellent, the present invention can extend the mosquito repelling strength for a long time, thus providing lasting mosquito-repelling effects. The insect-proof water-soluble paint according to the present invention comprises : 25-45 wt% of a silicone acrylic resin; 15-30 wt% of titanium dioxide (TiO_2); 20-30 wt% of purified water; 0.4-15 wt% of a mosquito repellent; 0.2-1.5 wt% of a rare-earth element; and 1.0-8.5 wt% of an additive. In particular, the mosquito repellent comprises : 0.1-3.5 wt% of fennel oil, 0.1-2.5 wt% of clove oil, which is cinnamon bark extract, 0.1-7 wt% of chestnut bark extract, and 0.1-2 wt% of dissolved hydrogen water.
