A filter (100) and a filtering device (200). The filter (100) is mainly made from the following raw materials : rare earth, tourmaline powder, anionic powder, far infrared powder and silty clay, and the weight ratio of the rare earth, tourmaline powder, anionic powder, far infrared powder and silty clay is (10-25) : (20-35) : (15-30) : (10-25) : (15-25). The filtering device (200) comprises a filter housing (210) and the filter (100); the filter housing (210) includes an air inlet (211) and an air outlet (212) provided at two ends of the filter housing (210), respectively; the filter (100) is arranged within the filter housing (210) and between the air inlet (211) and the air outlet (212); and the filtering device (200) is provided in the air inlet pipe of an engine and is located upstream of the throttle. The filter (100) and the filtering device (200) are capable of producing a large amount of anions that combine with oxygen in the air to form a large amount of negative oxygen ions and are capable of producing far-infrared for deodorization, thereby saving fuel and preventing pollution caused by exhaust gas.
