Disclosed are a functional filter and a manufacturing method therefor, the functional filter comprising : a porous substrate; and a rare earth metal oxide thin film formed on the surface of the porous substrate by an atomic layer deposition (ALD), wherein the surface energy of the rare earth metal oxide thin film is adjusted according to the thickness of the rare earth metal oxide thin film, thereby enabling a hydrophobic property thereof to change.
