PROBLEM TO BE SOLVED : To provide a piezoelectric ceramic which can be fired at low temperature without reducing piezoelectric properties, and to provide a piezoelectric element using the same. SOLUTION : There is provided a piezoelectric ceramic which includes lead zirconate titanate as a main component, and is constituted of : crystal particles each including a complex oxide represented by (Pba-xBx)(TiyZr1-y)O3 as a main component; and particle boundaries each existing in spaces between the crystal particles, the spaces containing Zn elements eccentrically-located therein. Here, an element represented by B is an element selected from the group consisting of Ca, Sr, Ba, and rare earths including Bi, La and the like, and a, x and y satisfy 0.96≤a≤1.03, 0≤x≤0.2 and 0.3≤y≤0.7. Such the piezoelectric ceramic can maintain high piezoelectric properties, and an element used as a sintering aid does not form a heterophase in the particle boundaries thanks to the Zn elements eccentrically-located therein even when the piezoelectric ceramic is fired at a low temperature.
