PROBLEM TO BE SOLVED : To provide a manufacturing method of modified soil which can manufacture high quality modified soil efficiently while separating contaminating foreign matters included in dirt precisely and easily. SOLUTION : A manufacturing method of modified soil which is added hardness by blending dirt including contaminating foreign matters such as chip of woods and steel slags includes : a process of crushing and blending a first steel slag and dirt using rotary crushing mixer; a process of sieving the provided crushing mixture; and a process of blending the undersize crushing mixture and a second steel slag whose grain size is bigger than the first steel slag.
