PROBLEM TO BE SOLVED : To provide a new anti-suntan ingredient having anti-suntan effect like those including ultraviolet light absorber and ultraviolet light scattering agent, and to provide a cosmetic having anti-suntan effect. SOLUTION : The new anti-suntan ingredient consists of cosmetic particles to be used by adding to cosmetics, comprising a fluorescent substance and a transparent material; wherein, the fluorescent substance is preferably an organic fluorophor or rare earth metal complex, more preferably a rare earth metal complex, more preferably an europium complex; and the transparent material is preferably a transparent vinyl resin.
