Binder composition for concrete, mortar or grout comprises lignite fly ash and a second ingredient selected from the group consisting of ground granulated blast furnace slag (GGBS), an alkaline earth activator selected from calcium oxide, calcium hydroxide, magnesium oxide, magnesium hydroxide and mixtures thereof, a class F fly ash, a class C fly ash, calcium carbonate, magnesium carbonate and mixtures thereof, wherein the lignite fly ash has a sulphate content of at least 6 wt.%, based on the weight of the lignite fly ash.
