PROBLEM TO BE SOLVED : To provide a new fluorescent substance in which composition of an inorganic compound (a base body) for fetching a luminescent center is replaced with a new inorganic compound to change the interaction between the luminescent center and an electron of the base body so that the fluorescent brightness thereof can be kept nearly equal to those of the conventional phosphors while decreasing the weight fraction of a rare earth metal being the luminescent center.
