A hydrometallurgical process for complete and comprehensive recovery with substantially no solid, liquid or gaseous waste and with zero emissions, characterized by the use of a strong leaching agent, such as a high acid oxidation or complexation leaching agent, or a high base oxidation or complexation leaching agent, and strong physiochemical conditions, such as high temperature or high pressure for leaching, so that dissipated metals, rare metals, rare earth metals, and other valuable components can all enter a solution at an optimum leaching rate, while leachate is recirculated and wastewater reused. The present method is economical, efficient, energy-saving and environmentally friendly.
