PROBLEM TO BE SOLVED : To solve the problem that an electrostatic precipitator constituted sequentially of an ionizing means using discharge, the dust collecting section comprising an earth flat electrode a voltage applying flat electrode provided by sandwiching an integral ventilator, and a blower electrically charges the dust introduced in the dust collector by the ionizing means and removes it in the dust collector in a rear stage where an electric field is formed by spacing out and laminating the flat electrodes, but gets dust collecting performance deteriorated because tar, carbon component, and water are much contained in tabacco smoke or the like, whose components are attached to the surface of a dust collecting section to form a conductive film, thereby eliminating charge on the surface of the dust collecting section. SOLUTION : The dust collecting device in which a silicon polymer film 3 mainly consisting of organo-polysiloxane is provided in at least either of the electrodes 2 to which different voltages are alternately applied in the dust collecting section 1 formed by the electrodes 2 that are spaced out and comprise a sheeted conductor to which different voltages are alternately applied.
