PROBLEM TO BE SOLVED : To provide a method for manufacturing a rare earth doped optical fiber preform, by which a rare earth element can be stably added in a high concentration, and to provide a rare earth doped optical fiber manufactured by using the above method. SOLUTION : A rare earth doped optical fiber includes a rare earth element added to a core region, in which only Er (erbium) is added as the rare earth element. The addition concentration of the Er is 2000 ppm by weight or more. When an optical amplifier is fabricated by using the rare earth doped optical fiber and tested for bidirectional excitation at a wavelength of 1480 nm, the power conversion efficiency from excitation light to signal light is 90% or more.
