PROBLEM TO BE SOLVED : To provide a fluorescent complex excellent in durability and luminosity, and an illuminating device by utilizing the same. SOLUTION : This fluorescent complex containing a rare earth ion and a β-diketone ligand is provided with that the β-diketone ligand has a β-diketone backbone, a fluoroalkyl group and an electron-donating linking group for linking the β-diketone backbone with the fluoroalkyl group. The illuminating device by utilizing the same is also provided. As the rare earth ion, a lanthanoid-based ion, especially that of europium or terbium is preferable.
