PROBLEM TO BE SOLVED : To reduce metallic ions incorporated into glass at a low temperature such as rare earth metallic ions which can be used as an optical storage material by the change of a valence without using special equipment for heating at a high temperature. SOLUTION : An alkylchlorosilane (RxSiCl4-x) and phosphorous acid (H3PO3), or boric acid (H3BO3) or the like are used as starting raw materials. Further, metal chloride such as tin chloride is allowed to coexist, and reaction is caused. Thus, heating is performed at ≥180°C by utilizing the disproportionation of the phosphorous acid occurring in the synthesis of organic-inorganic hybrid low melting point glass to reduce the ions contained therein.
