PROBLEM TO BE SOLVED : To provide a catalyst which keeps a noble metal is supported efficiently by the outermost surface. SOLUTION : A layer containing compound oxides is formed on a catalyst support in such a way as for the layer to contain a perovskite type compound oxide of formula (1); AxByO3±δ (wherein A is one or more elements selected from rare earth elements and alkaline earth metal elements; B is one or more elements selected from transition metal elements other than rare earth metal elements; x is an atomic ratio of smaller than 1; y is an atomic ratio of 1.0; δ is an excess or a deficiency of oxygen) and other compound oxides, and a noble metal layer is formed by immersing the catalyst support having the layer containing the compound oxide in an aqueous solution containing a noble metal salt to make the catalyst support impregnated with the aqueous solution so as to cause the noble metal layer to be supported on the outermost surface of the catalyst support.
