PROBLEM TO BE SOLVED : To provide a conductive carbon nano-hetero anode material carrying an oxide available with respect to CO oxidizing activity and prices, and also to provide its manufacturing method. SOLUTION : A mixture of undoped CeO2 powder having : a specific surface area of not less than 1×10 m2/g and not more than 1×102 m2/g; SnO2 powder having a specific surface area of not less than 10 m2/g and not more than 1×102 m2/g; and Pt having an average secondary particle diameter of not more than 30 nanometer, which does not dissolve conductive carbon and components such as rare earth elements, is used as the anode material.
