PROBLEM TO BE SOLVED : To improve the applying efficiency and strength of mortar. SOLUTION : The hydraulic composition is obtained by incorporating (C) the alkali metallic salt of formic acid or/and the alkaline-earth metallic salt of formic acid in 0.05 to 2.0 pts.wt. into 100 pts.wt. of a mixture consisting of (A) 100 pts.wt. cement in which the weight ratio of C3S/C2S is 2.2 to 5 or/and a cement mixture, and (B) 10 to 100 pts.wt. slag fine powder having a Blaine specific surface area (JIS R 5201) of 6, 000 to 15, 000 cm2/g. Alternatively, (D) 1 to 40 pts.wt. waste molten slag having a Blaine specific surface area of ≤8, 000 cm2is further incorporated into the same hydraulic composition. An 80 to 120 pts.wt. aggregate and water are added to 100 pts.wt. of these hydraulic compositions, and they are kneaded to obtain a hydraulic kneaded material.
