PROBLEM TO BE SOLVED : To provide a method in which any oxide or fluorine compound of a specified rare metal is not coated or chemical-converted, but a chemical-converted film equivalent to the chromate treatment can be safely and easily deposited on a galvanized steel plate, and a galvanized metal plate having the chemical-converted film formed by the method. SOLUTION : In the zinc chemical conversion method, a film is deposited on a surface of zinc or a galvanized base material with an organic fluorine compound treatment liquid. The organic fluorine compound treatment liquid is preferably a solution of organic fluorine compound having the molecular weight of 150-1, 000, and the organic fluorine compound is preferably an organic fluorine compound having a COF terminal group.
