PROBLEM TO BE SOLVED : To produce a catalyst capable of keeping fluidity over a long period of time without solidifying in a low oxygen concn. condition and low in activity deterioration by producing the catalyst for producing chlorine by adding three components of copper, alkali metal and rare earth metal and more than one kind of transition metal other than copper to a carrier and oxidizing hydrogen chloride with an oxygen-containing gas. SOLUTION : The catalyst used in the case when the chlorine is produced by a catalytic oxidation of the hydrogen chloride is prepared by adding three components of copper, alkali metal and rare earth metal and more than one kind of transition metal other than copper to the carrier. In this case, potassium is used for the alkali metal, lanthanum is used for the rare earth metal, the first, second and third transition series and lanthanoid or chromium, cobalt, manganese, iron, nickel and zinc are used for the transition metal other than the copper preferably. And 0.01-0.3 copper, 0.005-0.2 potassium, 0.01-0.3 lanthanum in terms of atomic ratio are incorporated in the carrier. Moreover, the transition metal other than copper is incorporated in the carrier within a range of 0.001-0.15 by atomic ratio.
