It is an object of the invention to provide an igniting agent containing a powder of a Mg-Al alloy having a high ignition speed and good grindability, an initiator containing the igniting agent, a gas generator incorporating the initiator, and an airbag apparatus and seatbelt apparatus incorporating the gas generator. According to the invention, an igniting agent includes a powder of a Mg·Al alloy containing Mg : 55 to 70 wt% and Al : the balance. At least one selected from the group consisting of Ca, Mn, Li, Si, Sb, Sr, Zn, Zr, Sc, Y, Sn, Ba, and rare earth metals may be added in an amount of 0.5 to 10 wt%. An initiator is loaded with the igniting agent. A gas generator incorporates the initiator.
