PROBLEM TO BE SOLVED : To provide a corrosion-resistant rare earth-based permanent magnet for securing excellent adhesion reliability by suppressing the occurrence of pitting in Al covering and improving the corrosion resistance, and to provide a method for manufacturing the corrosion-resistant rare earth-based permanent magnet. SOLUTION : In the corrosion-resistant rare earth-based permanent magnet, the Al covering is formed on the surface of the magnet, the surface is subjected to substitution treatment by Zn and/or Sn, and chromium-free chemical conversion coating covering containing trivalent chromium and carbon as components is formed. In the manufacturing method, the Al covering is formed on the surface of the magnet, the surface is subjected to substitution treatment by Zn and/or Sn, and chromium-free chemical conversion coating covering containing trivalent chromium and carbon as components is formed.
