PROBLEM TO BE SOLVED : To provide technology for suppressing the increase in oxygen content in a raw-material alloy after hydrogen storage and obtaining a coarse powder. SOLUTION : This method for manufacturing a raw-material powder for an R-T-B based permanent magnet composed mainly of R (R is one or more kinds among rare-earth elements), T (T is one or more transition-metal elements essentially including Fe or Fe and Co) and B (boron) comprises the following steps : a hydrogen storage treatment step for making the raw-material alloy store gaseous hydrogen; and a powder treatment step for classifying the raw-material alloy after the hydrogen storage treatment while applying crushing. It is desirable to carry out the crushing by using a vibrating first sieve 22 accompanied by ball media B1.
