PURPOSE : A method and an apparatus for manufacturing sand out of waste earth and sand are provided to recycle waste earth and sand that are already pulverized in particles and thus, to manufacture construction sand within a short time. CONSTITUTION : The manufacturing method for sand out of waste earth and sand includes the steps of : feeding to a hopper the waste earth and sand(1) that have been pulverized at least once; adjusting supply volume(2) of the waste earth and sand; drying(3) the waste earth and sand(3); sorting(4) the dried sand according to particle sizes; spraying water(5) to dust generated from the sorting process; filtering(6) the dust melted in water; and transferring(7) the sand sorted in particle sizes to a designated destination.
