PROBLEM TO BE SOLVED : To provide a method for producing a water-dispersing polymer, capable of being produced in an industrial scale stably, and obtained as a low viscosity dispersion containing a high molecular weight polymer, and a re-peelable type pressure sensitive adhesive containing the water-dispersing polymer obtained by the method. SOLUTION : This method for producing the water-dispersing polymer is provided by blending a water soluble radical polymerization initiator, a monomer emulsion in which an ethylenically unsaturated monomer is emulsified and a polymer dispersion in which a water dispersing initiating polymer is dispersed so that the initiating polymer becomes 2-25 pts.wt. based on 100 pts.wt. ethylenically unsaturated monomer and at least the monomer emulsion and polymer dispersion can be reacted in a lump, and performing the radical emulsion polymerization at 5-55°C.
