PROBLEM TO BE SOLVED : To provide a method of manufacturing an authentication medium, an authentication medium, and an authentication system which facilitate authenticity determination without spoiling the appearance.SOLUTION : The method includes a supply step in which a first material including a transparent phosphor that includes a rare earth element and first glass and is excited by light irradiation to emit infrared light, is supplied onto a first member 12 at least including second glass, for generating a laminate 10A, a heating step in which the laminate 10A is heated at a temperature equal to or more than the glass transition points of the first glass and the second glass, and a cooling step in which the laminate 10A is cooled to a temperature less than the glass transition points of the first glass and the second glass.
