PROBLEM TO BE SOLVED : To suppress deterioration in magnetic characteristics in which residual magnetic flux density reduces together with a mixture amount of a fluorine compound and an energy product remarkably reduces, in a magnetic powder and a magnet produced by mixing a fluorine-containing compound on the surface of an NdFeB powder. SOLUTION : A fluorine compound is formed like a layer, and an oxygen concentration or a generation phase and the lattice constant of the fluorine compound are controlled. Further, the magnetic material is formed so that it has a magnetic powder containing a rare earth element, a fluorine compound containing an alkali earth element or a rare earth element is formed on the surface of the magnetic powder and the oxygen concentration of the fluorine compound is made larger than the oxygen concentration of the magnetic powder.
